International Certificate of Competence (ICC)
As a skipper, it is important to be aware of the qualification requirements when operating a vessel in foreign waters. For recreational boating—particularly when chartering in countries such as Greece or Croatia—the International Certificate of Competence (ICC) is commonly accepted by local maritime authorities and charter companies as evidence of boating competence.

The validity of the International Certificate of Competence (ICC) depends on the country being visited, so it is not a universally recognised or "truly international" qualification.
The ICC does not override the manning requirements set by the country where the vessel is registered. These must still be met, regardless of where the boat is operating.
Generally, an ICC is required for Europe’s inland waterways and is commonly requested for coastal waters in the UK and Mediterranean countries such as Greece or Croatia.
In Australia, the ICC is increasingly recommended for charterers, as it provides internationally recognised evidence of competence.
To be issued an ICC for a sailing vessel, your skills and knowledge must meet the standard of an RYA Day Skipper.
Our examiners can assess you on one of our yachts, but we cannot use your own boat because of insurance implications unless your vessel has an AMSA commercial certificate of operation.
Assessment for the ICC
The four-hour assessment includes both practical and theoretical components and covers the following areas:
- Safety
- Rules and regulations
- Pilotage
- Navigation
- Berthing and close-quarters handling
- Man overboard recovery
- Emergency situations
- Boat handling under power and sail
The assessment takes place at Flying Fish Sail Academy at Sydney's Middle Harbour Yacht Club, Mosman.
RYA Day Skipper course for ICC
As an alternative to the assessment, you could choose to complete an RYA Day Skipper Practical course with us.
If you do, you will be eligible for an ICC without further assessment.
Before you start
- Your skills and knowledge are equivalent to RYA Day Skipper.
- You should provide your own crew - a minimum of one.

What next?
- Submit your assessment form to the RYA with the fee of $80 in Australia or £43 in the UK.
- Your ICC is valid for 5 years from the date of issue.
